Informed by the outcomes of Right to Reyeroord #1 we published an article in the yearbook of Sociale Vraagstukken, called Citizen influence: when the municipality listens, but does not deliver. It appears to be one of the 10 most read articles of 2023 on the website. It reports on how the municipality of Rotterdam - in the case of Reyeroord - intended and pretended to listen more closely to and to engage in co-creation with citizens, in order to align their policies more closely with their actual concerns. However, citizens feel that their proposed ideas are hardly ever acted upon, while civil servants appear to struggle with formal and institutional barriers impeding their ability to respond adequately to not-anticipated urgencies. Hence our proposal - by means of speculative design - for a set of new roles for citizens and civil sevants (in collaboration with Pantopicon).
